This is what the American Association of Clinical Endocrinologist has to say about PCOS.  They have a more detailed definition.

What is Polycystic Ovarian Syndrome?

1. Is also known as Stein-Leventhal Syndrome or Polycystic Ovary Disease (PCOD).
2. Affects  6-10% of women.
3. Is treatable, but not curable, by medications, changes in diet and exercise.
4. One of the leading causes of infertility in women.
5. Has been identified for 75 years and we do not know what causes it.
6. Affects more than reproduction.

Symptoms of PCOS can include

1. Irregular or No menstrual cycle
2. Cysts on the ovaries, but not all, cases
3. Hypertension
4. Acne
5. Elevated insulin levels, Insulin Resistance, or Diabetes
6. Infertility
7. Excess hair on the face and body
8. Thinning of the scalp hair 
9. Weight Problems or obesity that is centered around your mid section
